Another spherical of slow-moving storms packing heavy rain is pounding an already drenched space of southern Texas and creating life-threatening flooding. More than 75 folks have been rescued from rising floodwaters throughout the state, in keeping with Gov. Greg Abbott, who issued a catastrophe declaration for 59 counties.
