Mr Roy Chan Hsiung Wei will succeed Mr Ng Chad-Son because the Chief Executive (CE) of the Defence Science and Technology Agency (DSTA) on 1 September 2026. Mr Chan is at present the Deputy Chief Executive (Operations) of DSTA, serving in this position since 15 February 2021.
Mr Ng, 51, has held the place of CE DSTA since 15 May 2024. Under his management, DSTA delivered important defence capabilities for the Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF), together with the Invincible-class submarines, Multi-Role Combat Vessels, Titan Infantry Fighting Vehicles, F-35, P-8A and G550 Maritime Aircraft, SAFTI City and the enlargement of Shoalwater Bay Training Area in Australia. Notably, he superior transformational developments equivalent to drones, robotics, counter-drone methods, and synthetic intelligence. Mr Ng additionally broadened Singapore’s defence science and expertise partnerships with worldwide counterparts and strengthened DSTA’s innovation capability. Throughout his tenure, he championed a tradition of innovation and collaboration, and prioritised individuals growth to construct a future-ready workforce.
The incoming CE DSTA, Mr Chan, 52, joined the Defence Technology Community in 1998. He has deep expertise in methods engineering and architecting, large-scale programme administration and methods interoperability, having led the supply of advanced defence capabilities over time. Mr Chan holds a Bachelor of Engineering from the Victoria University of Manchester and a Master of Science from Naval Postgraduate School. He was awarded the Public Administration Medal (Silver) in 2022 and was conferred the “Knight of the National Order of Merit” by the French authorities in 2025.
