HANOI, Dec 4: Vietnam’s capital Hanoi will allocate 4 % of its annual funds, equal to over 9 trillion Vietnamese dong (about 340 million U.S. {dollars}), for Science, Technology and Innovation beginning in 2026, VnEconomy reported Thursday.
