Roorkee: A joint declaration of intent (JDI) between the govts of Uttarakhand and Brandenburg, Germany, was signed on Thursday on the University of Potsdam, marking a major step in the direction of structured cooperation in science, know-how, agriculture, innovation and capability constructing.
