There is growing divergence between the approaches of liberal democracies and authoritarian powers over our on-line world, a major enviornment of geopolitical competitors. As states search strategic benefit in and thru our on-line world, how can liberal democracies keep away from falling behind their adversaries? What position will synthetic intelligence play in that competitors?
Anne Neuberger has called for the United States to set up a brand new cyber deterrence coverage, strengthen its messaging to adversaries, and leverage its technical and financial strengths to obtain strategic benefit in our on-line world.
In this speak, she’s going to replicate on how democracies can defend and advance their pursuits and values in the cyber area and the position of synthetic intelligence in enabling that.

About the Speaker
Anne Neuberger is a Senior Advisor at a16z, the Frank E. and Arthur W. Payne Distinguished Lecturer at Stanford University, a Distinguished Fellow on the Hoover Institute and the Royal United Services Institute and a strategic advisor at Johns Hopkins University Applied Physics Laboratory.
Ms Neuberger served as Deputy Assistant to the US President and Deputy National Security Advisor from January 2021 to 2025. In that position, she had major accountability for US nationwide coverage round cyber warfare, cybersecurity and rising applied sciences, equivalent to quantum, spectrum and superior telecommunications (5G/6G). She constructed and led worldwide coalitions to handle transnational threats, together with establishing the US Counter-Ransomware Initiative, which grew to 70 companion international locations.
Prior to this position she served for over a decade on the NSA and the Pentagon in senior roles with obligations for setting strategic route and guiding execution of advanced, world operations. She has been awarded DoD and NSA’s highest civilian awards, in addition to a Presidential Rank Award for her authorities service, and led in expertise and operations at a big monetary providers agency.
