According to Assoc. Prof. Dr. Tran Quoc Binh – Vice Rector of the University of Science (Vietnam National University, Hanoi), to become a pioneer force in training science and technology human resources, universities need to strongly innovate in 3 aspects:
Further accelerate the process of innovating training models, shifting from knowledge transfer to developing research capacity, creative thinking and the ability to solve practical problems.
Strengthen the organic link between training and scientific research and innovation, so that universities are not only a place to train human resources but also a center for creating new knowledge, new technologies and startup ideas.
Innovate the connection method between universities and the State, businesses and society, thereby forming a network of science and technology and innovation ecosystems in universities with the active and substantive participation of stakeholders.

For universities to effectively implement the above orientations, synchronous coordination in policies and resources is very necessary, especially mechanisms to promote university autonomy, investment in research and attracting talent, and developing a national innovation ecosystem.
