According to International IDEA, low voter turnout is a pressing issue that politicians worldwide are struggling to address.

In a bid to boost participation, some jurisdictions have introduced paid holidays from work during election periods, while others offer free transportation to polling stations as part of their campaigns. However, the president of the United States has opted for a more direct approach: promising cash incentives to voters.

Donald Trump recently pledged that every American adult would receive a $5,000 check if the Republicans secure a majority in Congress following the midterms in November. This is not the first time he has made such an offer, but what's new is the ever-changing criteria for who will actually qualify for the payment.

A recent poll conducted by The Economist and YouGov found that only 21% of registered voters believe Trump would definitely or probably follow through on his promise to issue the $5,000 dividend. Over half (57%) of those polled think he won't keep his word, including a significant number of Republicans who are skeptical about the payment's likelihood.

The Trump Dividend has undergone significant changes since its initial announcement. What was initially presented as a straightforward payment of $5,000 per adult U.S. citizen if Republicans swept both the House and Senate in the midterm elections has evolved into a more ambiguous concept.

Trump's statement at a Republican midterm convention in Dallas introduced the idea of a dividend component, citing the country's "tremendous strength and success economically" as justification for the payment. However, his words have not been consistent across all platforms, with some messages emphasizing the payment's conditional nature while others suggest it is a more guaranteed outcome.

A recent post on Truth Social highlighted this discrepancy, with Trump stating that he would give $5,000 to "all Adult Citizens in the United States of America" if Republicans win the House and Senate. This language is distinct from his earlier message, which described the payment as part of a "Trump Dividend contingent upon Republican victories.

The shifting narrative has led many voters to question the likelihood of receiving the promised payment. Despite Trump's repeated assertions about the dividend, only 21% of those polled believe he will actually follow through on his promise.

The sheer scale of a $5,000 dividend for every adult US citizen is staggering, with an estimated 73 million people set to benefit from such a plan. With roughly 270 million adults in the country in 2025, according to data from the Kids Count Data Center, the total cost would be approximately $1.3 trillion.

However, if the payment were extended to all US citizens, about 343 million, as per the U.S. Census Bureau's figures, the price tag would balloon to over $1.7 trillion, representing a significant increase of $400 billion. Notably, Trump has publicly acknowledged the enormity of this bill.

In a statement made last October, Trump highlighted the proposed cost of his Trump Dividend, stating that it would be around $1 trillion. He also pointed out that the government had invested a record-breaking $21 trillion in the country over the past 15 months. This investment is likely to be cited as justification for the massive expense.

A White House spokesperson, Davis Ingle, sought to reassure doubters by saying that Trump has consistently proven his critics wrong, and that with continued public support, he will continue to deliver tangible results.

Trump's history of proposing direct payments to taxpayers has raised concerns about his ability to follow through on promises. In 2025, he supported a plan for a $5,000 DOGE dividend" that would have distributed part of the savings from Elon Musk's government-cutting effort to taxpayers.

However, this idea never materialized due to DOGE's initial savings projection not being met. Later last year, Trump announced plans for a tariff-funded dividend of at least $2,000 per person, excluding high-income individuals. Despite these proposals, no dividends were distributed, and instead, the administration sent out $100 billion in tariff refunds through July.
