On October 24, the 2nd Ministerial Meeting on Industry, Science, Technology and Innovation (ISTI) of the Organization of Turkic States (OTS) below the theme “From Strategic Partnership to Technological Integration of the Turkic States” was held in Baku.

Addressing the occasion, Azerbaijan’s Minister of Economy Mikayil Jabbarov emphasised the rising significance of actively selling strategic relations amongst member nations to strengthen financial partnerships.

“Azerbaijan has actively prioritized the development of the startup and innovation ecosystem in recent years and views this area as a central pillar of economic diversification, competitiveness, and new-generation entrepreneurship,” he mentioned.

The minister famous that the entrepreneurial spirit, agility, and progressive mindset of startups play an important function in creating new financial values, increasing the non-oil sector, and fostering a aggressive technological surroundings within the nation.

Speaking about initiatives applied on this path, Minister Jabbarov highlighted the actions of the “Sabah.hub” innovation heart, which brings collectively younger professionals, startups, and buyers, supporting them all through the method from concept technology to commercialization. “This platform will serve as a unified mechanism for coordinating cooperation among member countries in the fields of innovation, startups, and the digital economy, facilitating the exchange of knowledge, experience, and technological resources. The initiative will accelerate innovative development across the region and create new opportunities for young entrepreneurs to realize their potential.”

Mikayil Jabbarov additionally proposed the institution of the Turkic Patent Organization (CTPO) by the OTS Working Group on Industry, Science, Technology, and Innovation, noting:

“Strengthening cooperation in the field of intellectual property is of strategic importance, as it forms the foundation for the advancement of innovation, science, and industry. At the same time, the initiative to establish the Turkic States Metrology Organization (TÜRKMET), which was put forward at the 10th Summit of the Organization of Turkic States held in Astana in November 2023, holds significant importance for the development of industry and technology. The creation of TÜRKMET will contribute to deepening regional economic integration and strengthening scientific research and innovation potential.”

Other audio system included Bakyt Sydykov, Minister of Economy and Commerce of Kyrgyzstan; Mehmet Fatih Kacır, Minister of Industry and Technology of Türkiye; Rakhymzhan Issakulov, Vice-Minister of Industry and Construction of Kazakhstan; Asror Norov, Acting Director of the Agency for Innovative Development below the Ministry of Higher Education, Science and Innovations of Uzbekistan; Tamás Torma, Ambassador of Hungary to Azerbaijan; and Kubanychbek Omuraliev, Secretary General of the OTS.

The ministers adopted the Joint Declaration of the 2nd Ministerial Meeting, in addition to the up to date Action Plan for 2025–2026, which units out concrete steps to advance cooperation throughout key precedence areas.

The officers agreed to carry the third Meeting of the Ministers of Industry, Science, Technology and Innovation of the OTS in Astana, Kazakhstan, in 2026.
